The Governor of Hongkong to the Secretary of State

for the Colonies.

Would be glad to receive instructions as

to whether imports from firms in Class B. of the General

Black List should be refused admission. Question

arisen specifically in case of cigars from Ingenohls

Eloriente Factory at Manila, British Consul General

Manila wishes import prohibited. Eloriente is not on

General Black List but Ingenohl is in Class B. under

Holland.
